PI: referencetest

The purpose of this PI is to perform an existencetest on all URI's defined in references. See References

This PI will produce a list of all URI's in references, each line stating:
returncode for an accessattempt, the id of the reference and the URI.

This is a timeconsuming operation and should probably not be part of your day-to-day building.
